　　◎差距扩大趋势为何难扭转

　　2011年，农村居民人均纯收入6977元，比上年实际增长11.4%;城镇居民人均可支配收入21810元，比上年实际增长8.4%。这是继2010年后农村居民收入增速再次超过城镇居民。

　　但同时，收入差距扩大趋势总体上还未根本扭转。2005—2010年，从区域看，城镇居民的高低收入差距由2.33倍扩至2.41倍;从98个行业大类看，在岗职工平均工资差距由7.8倍扩至11.9倍;城乡居民收入比虽呈现缩小趋势，但绝对值仍在扩大。

　　人们不禁要问，为什么调节力度加大，收入差距依旧不减呢?

　　首先，这是一定发展阶段的产物。改革开放以来，我们处在加速向现代化迈进的过程中。国际经验表明，传统社会向现代社会转变时期，工业化和城市化的发展、市场机制择优淘劣效应等一系列因素，都会造成收入差距扩大。大多数发达国家在现代化过程中都经历过这样的阶段，随着经济持续增长和政府调节的逐步到位，经过一个时期后差距才会逐步缩小。

　　其次，体制机制有待完善。目前我国还处于发展转型过程中，一些体制机制方面的缺失或漏洞，成为收入差距扩大的重要原因。比如，社会主义市场经济体制还不完善，垄断等不符合公平竞争原则的因素仍然存在，拉大了行业收入差距。比如，社会保障体系不健全，农村和城市居民在享受公共服务等方面还有较大差异。还比如，某些领域的法律还不够完善，给一些人通过不正当手段牟取财富留下可乘之机，等等。

　　再次，分配制度改革相对滞后。初次分配中，劳动报酬正常增长机制还没有真正建立起来，劳动者工资增长赶不上企业利润增长。二次分配中，再分配调节机制不健全，财政、税收调节收入分配的功能尚未有效发挥。三次分配规模小，慈善捐赠的激励机制、管理机制、监督机制等还不完善。

　　◎不公是收入差距的关键问题

　　李培林(中国社科院社会学研究所所长)：现在收入差距的关键问题，固然有不均问题，但更重要的是不公问题。解决不公问题，必然触及现有的利益格局，触及一些既得利益群体，这是改革难点所在。不下决心触及现有利益格局，为国家长治久安解决好分配问题，就会造成问题的积累，甚至导致哪个社会阶层都不满意。

　　◎劳动收入怎么提高

　　目前我国收入差距拉大的一个突出表现，就在于作为社会主体的广大普通劳动者收入偏低。近些年来，在收入分配过程中，资本、管理、技术的收益越来越得到较为充分的体现，相比之下，劳动报酬占比却持续下降。据统计，初次分配中劳动报酬占比从1995年的51.4%下降到2007年的39.7%。尽管采取了一系列措施推动分配的天平向劳动倾斜，劳动报酬占比...

中国改革开放已经三十年，社会经济发生了翻天覆地的变化，中国的社会结构也在发生急剧的变化。平均主义的局面逐渐被打破，居民收人分配差距越来越引起社会的关注，中国已由一个平均主义盛行的国家变成一个贫富差距过大的国家。贫富差距是指由于各个社会成员所处的具体社会政治、经济和文化方面的地位和环境不同，而形成的实际占有社会财富的差距。它表现为一定量的物质财富和精神财富。我从以下几个方面来看待这个问题：

第一，基尼系数是国际上用来综合考察居民内部收入分配差异状况的一个重要分析指标。一般来说，国际上通常把0.4作为收入分配贫富差距的警戒线，认为0.4-0.6为差距偏大，0.6以上为高度不平均，而中国的贫富差距已经超过了国际警戒线。今年来的调查数据显示，中国的基尼系数还在攀升。贫富差距在我国的表现如下：其一，城乡居民的收入差距呈扩大化趋势。其二，除了城乡之间，我国各行业之间收入差距也在明显加大。由于在市场经济发展过程中存在如法制不够健全、市场竞争机制不够完善等弊端，另外，又由于国家政策的相关保护，从而导致行业垄断现象仍然存在。其三，区域间贫富差距扩大。区域间的贫富差距主要表现在东部和西部之间的贫富差距。

第二，从当前我国贫富差距问题的现状来看，虽说社会成员的收入差距尚未达到两极分化的程度，但如果贫富差距不断扩大，就会引发一系列的社会矛盾和问题，甚至会威胁到社会的稳定和安全，所以应采取相关措施缩小我国的贫富差距。要解决这个问题，我从以下几个方面来提出对策：

其一，逐步实现城乡一体化。从目前来看，最主要的任务就是消除城乡之间在居住、就业、社保、教育、医疗、税收、财政和金融等方面不公平和二元化的政策和管理，引导农村富足劳动力有序转移。为此，应大力实行户籍制度改革，逐步实现城乡一体化，彻底消除城乡壁垒，疏通人口城镇化的渠道，通过户籍制度改革，促进农村人口流动，促进城乡劳动力的合理分工。同时，在小城镇的建设过程中，我们还要优先发展金融业、电信业、保险业等与农村工业发展有较大关联的第三产业，为小城镇建设服务。

其二，缩小行业收入差距。政府应采取措施降低非垄断行业的市场准入程度，为市场经济的发展创造公平竞争的环境，从而消除或减轻行业之间的不公平交易，缩小垄断行业与非垄断行业职工之间的收入差距。因此，要进一步完善社会主义市场经济体制，要通过立法来限制、减少市场垄断，坚决反对垄断价格行为，打击不正当竞争。另外，考虑对某些个人收入明显高于其他行业的垄断性行业应征收垄断税。在税收上要做到扶持低收入行业、困难行业的发展，保障其职工的基本收入和生活。
